Just an office worker: click on the picture to get a bigger, more legible version. This building seems to house various government offices so he's likely a civil servant. Interesting thing was that he emerged from the red door into the glassed vestibule, then had to use keys to unlock a door (hidden behind the curved beam) to gain access to the stairwell. The doors to the outside are also clearly kept locked, so the whole place seems to have a strangely high level of security in force.
when i said 'ominous' it was because with no cars on the street and the form of the figure, the photo read to me "you are not welcome"....guess they mean it
